hi mam, i completed my btech(ece) in VIT. i had 30 arears and completed them.i am having low cgpa(5.86).can u guide me whether doing mba or ms is best for me and which country is best for doing?

Well the choice of program among MS or MBA should depend on your interests as well as your academic background.
As the arrears have been cleared, admissions are possible in countries other than India.
Again choice of your country would be governed by choice of your program.
But in most circumstances US and Canada would be be the best possible options for both MS as well as MBA.
I would suggest you to post further queries for better clarification of thought.
Other than this you should start preparing for the English Proficiency test as well. You can take either, Test of English as Foreign Language TOEFL or International English Language Testing System IELTS
Both are accepted in all countries.
While minimum score requirement for TOEFL iBT is 80 for IELTS it is 6.5.
